MINUTES OF THE SPECIAL NEBRASKA NATURAL RESOURCES COMMISSION MEETING APRIL 17, 1996 Those in attendance were: Robert Bell, Chair Richard Sklenar Frank Bartak, Member Paul Zillig Vince Kramper, Member Andy Bailey Don Larson, Member Paul Rohrbaugh Glen Kroese, Member Ardis Fisher Dick Jiskra, Member Gary Baumert Joe Hergott, Member Don Meisner Richard Mercer, Member Tom Welch Clifford Welsh, Member Frank Applegate Robert Gifford, Member Dayle Williamson, Director Wayne Davis, Member Jim Cook, Staff Roy Stewart, Member Tom Pesek, Staff Dale Watermeier, Member Kris Reed, Staff Marlin Petermann Gayle Starr, Staff CALL TO ORDER The meeting was called to order by Commission Chair, Robert Bell, in the Platte Conference Room of the Department of Agriculture in the Nebraska State Office Building in Lincoln, Nebraska at approximately 10:00 a.m. NOTICE OF THE MEETING Notice of the meeting was placed in the LINCOLN JOURNAL-STAR on April 10, 1996, notifying the public of the meeting. RESOURCES DEVELOPMENT FUND PRIORITY PROCESS Commission Chair, Robert Bell, explained that the purpose of the meeting was to review the status of the various active Resources Development Fund projects and to establish priorities for funding for the next fiscal year. He then called on Tom Pesek who reviewed the priority establishment process for Commission members. Pesek noted that Jim Cook, Kris Reed, and Gayle Starr of the Commission staff would be scoring the projects based on the Commission-approved priority process. Representatives of sponsors of each of the seven projects requesting funds for the coming year provided brief presentations on the status of each of their projects and responded to Commission members questions about their projects as follows: Chalco Hills Recreation Area - Papio Missouri River NRD - Marlin Petermann and Richard Sklenar. Weeping Water Creek Watershed - Lower Platte South NRD - Paul Zillig and Andy Bailey. Papio Site 21 - Papio-Missouri River NRD - Marlin Petermann and Richard Sklenar. Gering Canal and Flood Control Project - Gering Irrigation District and North Platte NRD (no representative of the sponsor was present). Upper Little Nemaha Watershed - Nemaha NRD - Paul Rohrbaugh. Howells Levee - Village of Howells - Mayor Gary Baumert. Pender - City of Pender - Don Meisner and Nick Johnson. It was noted that the Pender and Gering Canal and Flood Control Projects had not previously received Resources Development Funds and therefore would be on priority list #2. All the other five projects had previously received some funding and would be on priority list #1. ADJOURNMENT The meeting was adjourned at approximately 11:45 a.m. Chairman Director
