2 With Certification rates are to be used when the elevation certificate shows that the lowest floor is equal to or greater than the community's elevation requirement.
3 "Without certification" rates are to be used only on Post-FIRM structures without an Elevation Certificate or when the Elevation Certificate shows that the lowest floor elevation of a Post-FIRM structure is less than the community's elevation requirement
