Grants for Flood Mitigation
There are three main grants available from the Federal Emergency Management Agency that can provide funding for mitigation activities or projects. Communities and the state are eligible recipients, but projects can involve individual homes or businesses.
The three hazard mitigation assistance grants are:
Flood Mitigation Assistance Grant
The Flood Mitigation Assistance Grant (FMA) is administered by NDNR and provides financial assistance for either planning or projects that assist in decreasing long-term risk of flood damage to structures insured under the National Flood Insurance Program. The FMA program has priorities to mitigate structures that have suffered repeated flood claims and those with severe repetitive loss. Eligible activities include acquisition of flood-prone structures and their demolition or relocation, elevation of structures above the BFE, floodproofing of non-residential structures, and localized flood control activities. Ineligible projects include deferred maintenance, major structural projects, residential floodproofing, generators, or emergency response equipment. Hazard Mitigation Grant Program
The Hazard Mitigation Grant Program (HMGP) is a mitigation grant that comes with a presidential disaster declaration. After a disaster, Nebraska would receive 15% of the total public assistance funding that is made available via the declaration. The goal of the HMGP is to reduce the loss of life and property from any future disaster. Many lessons are learned directly from a disaster experience, so implementing mitigation lessons learned immediately can help protect against losses in the future. Funds from the HMGP can fund most types of disaster mitigation, not limited to flood mitigation. Community safe rooms, tornado sirens, wildfire mitigation projects, and many more are eligible under the HMGP. The Nebraska Emergency Management Agency (NEMA) manages the HMGP. Pre-Disaster Mitigation Grant
The Pre-Disaster Mitigation grant (PDM) provides funding for hazard mitigation planning and projects the reduce the risk from disasters. The goal of the PDM is a regular stream of funding that helps reduce the need for funding from actual disaster declarations. PDM grants are awarded competitively and Nebraska does not get any particular allocation. PDM funds can fund similar activities to the HMGP and FMA.
